why are the all natural bases regulated by a different agency than the other bases? and does taht mean that handmade "lye" soap is regulated by a different agency...the same as the all natural base perhaps?
Handmade "lye" soap is regulated by the Consumer Product Safety Commission. Perhaps this video will help:
